Back in July, Snapchat gave the opportunity to users to add a layer over their photos which had their location written over it. The filters were then pre-set by Snapchat.
With the new update, users can create their own location-based filters and apply them to their photos. Other Snapchatters in the same area can see these filters and use them for their own uploads, as well.
